CALLAWAY PLANT, UNIT 1 - RE: STEAM GENERATORS WITH TUBES THAT WERE ELECTROSLEEVED

Nuclear Regulatory Commission (NRC) letter to Charles D. Naslund, Union Electric Company, "Review of Steam Generator Tube Inspection Summary Reports for the 2004 Refueling Outage (TAC No. MC7253)," dated November 4, 2005.
Dear Ms. Drey:
In your letter dated November 28, 2005, you referenced the NRC letter dated November 4, 2005, in which the NRC staff issued its evaluation of the steam generator tube inspection summary reports for the Callaway Plant, Unit 1 (Callaway), for the thirteenth refueling outage in June 2004 for Callaway. These summary reports are for the fourteenth steam generator tube inservice inspection conducted at Callaway, and were submitted by Union Electric Company (the licensee) to the NRC in its letters dated May 25, June 24, September 30, 2004, and June 2, 2005 (Agencywide Documents Access and Management System Accession Numbers ML041560005, ML041830237, ML042820060, and ML051580381, respectively).
In your letter, you requested the following information: (1) an analysis or evaluation of the Framatome electrosleeved tubes in Callaway's steam generators B and D that were inspected in the October/November 1999 refueling outage and (2) the list of domestic or foreign nuclear power plants other than Callaway that have undertaken to modify steam generator tubes by the electrosleeving process prior to or following the 1999 Callaway project.
First, the licensee for Callaway replaced the four steam generators in the fourteenth refueling outage conducted in the fall of 2005. Because of this, there are now no electrosleeved tubes in the steam generators at Callaway, and the licensee has not proposed to electrosleeve any of the tubes in the new steam generators. None of these steam generator tubes may be electrosleeved without a future amendment to the operating license for Callaway.
Enclosed are the licensee's letters to the NRC dated June 1, 2000; January 29, 2002; and March 17, 2003, which provide the results of the eleventh, twelfth, and thirteenth steam generator tube inservice inspections, respectively. These inspections were held in the tenth, eleventh, and twelfth refueling outages for Callaway that were conducted in the October/November 1999 time frame (tenth outage), the April 2001 time frame (eleventh outage), and the November 2002 time frame (twelfth outage), respectively. This information should provide what you wanted in your first request.

Drey In response to your second request, there are now no domestic nuclear power plants and, to our knowledge, no foreign nuclear power plants that have steam generators with a tube modified by the Framatome electrosleeving process. I repeat that, because the licensee has replaced the steam generators at Callaway last year, the steam generators at Callaway no longer have any tubes that are electrosleeved.
