Dear Mr. Nazar:
On January 12, 2006, the Nuclear Regulatory Commission (NRC) issued Amendment No. 292 to Renewed Facility Operating License No. DPR-58 and Amendment No. 274 to Renewed Facility Operating License No. DPR-74 for Donald C. Cook Nuclear Plant, Units 1 and 2. The amendments changed the technical specifications in response to your application dated July 29, 2005, deleting the requirements to submit monthly operating reports and annual occupational radiation exposure reports.
Subsequent to issuance, the NRC staff noted that due to an administrative error, the amendment package did not correctly reflect that the amendments were issued to the renewed facility operating licenses. Specifically, the word renewed was missing on a number of pages.
Enclosed are the corrected pages with marginal lines indicating the areas changed. Please use these pages to replace corresponding pages in the January 12, 2006, amendment package.
The NRC staff regrets any inconvenience this may have caused you.

1.0 INTRODUCTION
By application dated July 29, 2005 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML052220266), the Indiana Michigan Power Company (the licensee) requested amendments to the Technical Specifications (TSs) for the Donald C. Cook Nuclear Plant, Units 1 and 2. The requested changes would delete Section 5.6.1, Occupational Radiation Exposure Report, and Section 5.6.4, Monthly Operating Report, as described in the Notice of Availability published in the Federal Register on June 23, 2004 (69 FR 35067).
The proposed amendments are consistent with Revision 1 of the NRC-approved Industry/Technical Specifications Task Force (TSTF) Standard Technical Specification Change Traveler, TSTF-369, "Elimination of Requirements for Monthly Operating Reports [MORs] and Occupational Radiation Exposure Reports [ORERs]." This TS improvement was published in the Federal Register (69 FR 35067) on June 23, 2004, as part of the Consolidated Line Item Improvement Process (CLIIP).
2.0 REGULATORY EVALUATION
Section 182a. of the Atomic Energy Act of 1954, as amended, (the Act) requires applicants for nuclear power plant operating licenses to propose such TSs as the Commission may deem necessary. Such TSs shall be a part of the license issued. The Commission's regulatory requirements related to the content of TSs are set forth in 10 CFR 50.36, Technical specifications. The regulation requires that TSs include items in five specific categories, including (1) safety limits, limiting safety system settings, and limiting control settings; (2) limiting conditions for operation (LCOs); (3) surveillance requirements; (4) design features; and (5) administrative controls. However, the regulation does not specify the particular requirements to be included in a plant's TSs.
The Commission has provided guidance for the content of TSs in its "Final Policy Statement on Technical Specification Improvements for Nuclear Power Reactors (58 FR 39132, published July 22, 1993), in which the Commission indicated that compliance with the Final Policy Statement satisfies Section 182a. of the Act.
