January 4, 2005 MEMORANDUM TO: Rani Franovich, Branch Chief Environmental Branch B Division of License Renewal Office of Nuclear Reactor Regulation FROM: Alicia Williamson, Project Manager /RA/

Environmental Branch C Division of License Renewal Office of Nuclear Reactor Regulation

SUBJECT:

TRIP REPORT - NOVEMBER 29, 2005, ESSENTIAL FISH HABITAT MEETING AND TOUR This report summarizes the meeting and tour of the Brunswick Steam Electric Plant (BSEP),

Units 1 and 2, located in Southport, NC. The BSEP site is currently under review to renew the operating licenses for Units 1 and 2 for an additional 20-year period, as applied for by Carolina Power & Light (CP&L), now doing business as Progress Energy Carolina, Inc., on October 18, 2004. The purpose of the site visit was to meet with representatives from CP&L and the National Oceanic Atmospheric Administrations National Marine Fisheries Service (NOAA-Fisheries) in support of the U.S. Nuclear Regulatory Commissions (NRCs) essential fish habitat (EFH) consultation with NOAA-Fisheries for the BSEP site.

The meeting began at the BSEP Visitors Center, where CP&L representatives showed the NRC staff a model of the screen system associated with the plants water intake structure.

Next, there was a discussion of the BSEP site EFH and how the legislative requirements of the Magnuson-Stevens Act can be met for the BSEP license renewal project. CP&L made a presentation designed to demonstrate how small the impact of operation of BSEP is on the Cape Fear River commercial and recreational fisheries. The NRC staff and the NOAA-Fisheries representative discussed how an assessment of the potential impact on EFH should be prepared for submittal to NOAA-Fisheries. The meeting concluded with a boat tour of BSEPs fish diversion structure, plant water intake structure, and the fish return system. A list of meeting attendees is provided in Enclosure 1.
