BROWNS FERRY UNIT 3 - REVISED IMPLEMENTATION DATE FOR AMENDMENT NO. 248 CONCERNING THE NUMBER OF EMERGENCY CORE COOLING SYSTEMS (TAC NO. MC9025) (TS-424)

Dear Mr. Singer:

In a letter dated September 27, 2005, the Tennessee Valley Authority (TVA) requested that the implementation date for Amendment No. 248 to the Browns Ferry Nuclear Plant (BFN) Unit 3 license (DPR-68) be extended. Amendment No. 248 revised the Updated Final Safety Analysis Report (UFSAR) to reflect a reduction in the number of low pressure emergency core cooling systems subsystems needed to mitigate certain design basis loss-of-coolant-accident scenarios. The amendment also modifies the required number of Technical Specification channels for the low pressure core injection pump start time delay relays.

These changes were requested to eliminate the potential for overloading a 4 kilovolt shutdown board (SBD) shared between Units 1 and 2 or a diesel generator (DG) when both Units 1 and 2 are in service. The request was approved for all three BFN units and the implementation should have been completed for Unit 1 within 60 days of issuance, and Unit 2 during the Cycle 13 refueling outage. Both the April 11, 2003, and the September 27, 2005, letters indicate that the Unit 3 hardware modifications are not necessary to prevent overloading the shared SBD or DGs. Based on the Units 1 and 2 modifications being complete and implementation of the associated modifications on Unit 3 not being needed to support the other BFN units, the U.S. Nuclear Regulatory Commission (NRC) approves the request to revise the implementation date for Amendment No. 248 to License DPR-68 from the Unit 3 Cycle 12 (March 2006) to the Cycle 13 refueling outage.

K. Singer January 13, 2006 The NRC staff notes that the UFSAR should be revised as appropriate to reflect the unit differences as the changes have already been completed on Units 1 and 2, and will not be implemented for 2 years on Unit 3.
