SUMMARY

OF DECEMBER 16, 2005, MEETING WITH FPL ENERGY SEABROOK, LLC TO DISCUSS MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE LICENSE AMENDMENT REQUEST (TAC NO. MC8434)

On December 16, 2005, the Nuclear Regulatory Commission (NRC) staff held a meeting with FPL Energy Seabrook, LLC (FPLE) to discuss a license amendment request (LAR) submitted for the Seabrook Station, Unit No. 1 (Seabrook). Specifically, the meeting was held to discuss the list of topical areas of concern sent to FPLE by letter dated November 30, 2005. The LAR for Seabrook requested approval of a measurement uncertainty recapture (MUR) power uprate based on use of the Caldon, Inc. (Caldon) LEFM CheckPlusTM System. FPLE was supported in this meeting by representatives from Caldon. This document provides a summary of the meeting. It should be noted that the latter half of this meeting was to be closed to public participation due to the discussion of information proprietary to Caldon, however no members of the public were in attendance.

G. Edward Miller, Office of Nuclear Reactor Regulation, opened the meeting with a synopsis of the current status of the Seabrook LAR. Additionally, opening remarks were provided by Steve Hale, FPLE, and Cal Hastings, Caldon. The presentation slides used jointly by FPLE and Caldon are included as Enclosure 1, and the list of meeting attendees is included as , to this document. Following the opening statements, Herb Estrada of Caldon began the presentation with the basics of operation for the Caldon ultrasonic flow meter (UFM).

Following the discussion of the basics of operation of the Caldon UFM, each of the topical areas from the November 30, 2005, letter were discussed in series. The NRC staff engaged FPLE and Caldon with questions and comments throughout the presentation. At the conclusion of the meeting, areas for further discussion, resolved topics, and action items were reviewed.
