SUMMARY

OF NOVEMBER 16, 2005, MEETING REGARDING SIREN SYSTEM PERFORMANCE AND BACKUP POWER On November 16, 2005, a public meeting was held between the Nuclear Regulatory Commission (NRC), representatives from the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), and representatives from Entergy Nuclear Operations, Inc. (the licensee), at Crystal Bay on the Hudson, 5 John Walsh Boulevard, Peekskill, NY. The purpose of the meeting was to discuss the licensees plan for implementation of the requirements of the Energy Policy Act of 2005, and to discuss corrective actions for the existing siren system. The Act requires backup power to the emergency notification system, including the emergency siren warning system, of licensed nuclear power plants which exceed a certain population density within a 50-mile radius. The Indian Point Energy Center (IPEC) is the only site which meets this criteria.

The NRC and DHS/FEMA first discussed the requirements of the Energy Policy Act. The licensee then discussed their plans for implementing backup power to the siren system. After a short break, the NRC presented an overview of the issues with the current siren system. The licensee presented their corrective actions, including actions already completed and planned actions.

The public observed this meeting and was offered the opportunity to communicate with the NRC and DHS/FEMA regarding Entergys plans for the siren system at Indian Point and the role of NRC and DHS/FEMA in ensuring the siren system meets federal requirements. At the end of the meeting between the NRC, DHS/FEMA, and Entergy, the NRC and DHS/FEMA answered questions from the public for approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.
