LASALLE COUNTY STATION, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO AMENDMENT REQUEST (TAC NOS. MC7251 AND MC7252)

Letter from Keith R. Jury (Exelon Generation Company, LLC) to the U.S. Nuclear Regulatory Commission (NRC), "Request for Amendment to Technical Specifications Section 5.6.5, "Core Operating Limits Report (COLR)," dated March 7, 2005

Dear Mr. Crane:

In the referenced letter, Exelon Generation Company, LLC submitted a request for an amendment for LaSalle County Station, Units 1 and 2. This submittal was made to modify the Technical Specification (TS) Sections 5.6.5, "Core Operating Limits Report (COLR)." The proposed changes will add two new NRC approved topical report references to the list of analytical methods in TS 5.6.5, "Core Operating Limits Report (COLR)," that can be used to determine core operating limits. While reviewing your March 7, 2005 submittal, the NRC staff has determined that additional information as discussed in the enclosure to this letter, is needed to complete its review of your application.

The NRC staff developed the enclosed questions and a draft version of these questions were compiled in a request for additional information (RAI) and transmitted to Ms. Alison MacKellar of your staff via e-mail on October 13, 2005. The e-mail, also, provided for an opportunity for a phone call with NRC staff in case any clarifications were sought by Exelon. Subsequently, a phone call was conducted which clarified the final RAI, which is enclosed. It is requested that Exelon provide a response to the enclosed RAI within 30 days from the date of this letter.

Jury (Exelon Generation Company, LLC) to the U.S. Nuclear Regulatory Commission (NRC), "Request for Amendment to Technical Specifications Section 5.6.5, "Core Operating Limits Report (COLR)," dated March 7, 2005, one of the changes LaSalle is proposing to TS Section 5.6.5, "Core Operating Limits Report (COLR)" is to add an NRC previously approved Framatome Advanced Nuclear Power, Inc. topical report reference for an updated methodology for evaluation of Loss-of-Coolant Accident (LOCA) conditions (EXEM BWR-2000 ECCS Evaluation Model). In order for the proposed methodology reference to be incorporated into TS Section 5.6.5, (1) the methodology must be approved by the NRC, (2) the applicant must apply the methodology by performing an LOCA analysis, and (3) the applicant must submit the results of the LOCA analysis to the staff.

In performing the new LOCA analysis, the applicant must demonstrate the effects of any change in an acceptable evaluation model or in the application of such a model to determine if the change is significant. A significant change is defined as a peak fuel cladding temperature difference of more than 50E F from the temperature calculated for the limiting transient using the last acceptable model. Based on the above, the staff is requesting additional information to complete its review.

1. Was a new LOCA analysis performed using the proposed EXEM BWR-2000 evaluation model to determine if there is a peak fuel temperature change of more than 50E F from the temperature calculated for the limiting transient using the current acceptable model?

(a) If yes, i) please provide the key input parameters used in both the current analysis of record, and for EXEM BWR-2000 and, ii) submit the peak fuel temperature results for the new analysis using EXEM BWR-2000 as well as the peak fuel temperature results for the current analysis of record.

(b) If a new LOCA analysis was not performed, please provide justification, or perform a new LOCA analysis using the EXEM BWR-2000 evaluation model and i) please provide the key input parameters used in both the current analysis of record, and for EXEM BWR-2000 and, ii) submit the peak fuel temperature results for the new analysis using EXEM BWR-2000 as well as the peak fuel temperature results for the current analysis of record.
