SUMMARY
OF OCTOBER 26, 2005, MEETING WITH REPRESENTATIVES OF SOUTHERN CALIFORNIA EDISON (SCE) FOR SAN ONOFRE NUCLEAR GENERATING STATION A meeting was held on Wednesday, October 26, 2005, between the Nuclear Regulatory Commission (NRC) staff and the licensee for San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS). The meeting was held at the request of the licensee so that they could explain to the NRC staff how they see the California Independent System Operator (CAISO, the electric power grid operator for California) is working in California, in general, and, in particular, on August 25, 2005. The notice for the meeting was issued on October 11, 2005.
By letter dated September 2, 2005 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML052450470), the NRC requested SCE to address the communication between the SONGS plant operators and the grid operators on August 25, 2005, when loss of a major western transmission line occurred just as California power use was approaching its peak, and the CAISO issued a transmission emergency notice for Southern California to request utilities in the Southern Region to reduce demand on the system. The licensee responded in its letter dated September 30, 2005 (ADAMS Accession No. ML052800224). The meeting was to discuss SCE's letter dated September 30, 2005, and answer any questions from the NRC.

There was no handout from the NRC staff.
An important part of the meeting was the presentation on the CAISO and SCE roles and responsibilities, which is given on pages 15 through 18 of the presentation slides. The agenda for the meeting was the following:

In the meeting, the licensee and the CAISO made the point that one needs to differentiate between "grid reliability" and "service reliability." The reduction in demand that occurred on August 25, 2005, by the dropping of 1700 megawatts of load (i.e., the 900 megawatts of firm load and 800 megawatts of voluntary, interruptible application, which is referred to in the NRC letter of September 2, 2005, to SCE) affected the "service reliability." This was necessary in order to maintain the reliability of the grid. The NRC staff indicated the need to limit risk-significant maintenance activities when the grid is susceptible to seasonal stress from generation or distribution limitations.
