SUMMARY

OF SEPTEMBER 1, 2005, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING PROPOSED INCREASE IN ST. LUCIE UNIT 2 STEAM GENERATOR TUBE PLUGGING LIMIT (TAC NO. MC6903)

On September 1, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power and Light Company (FPL) and its contractor, Westinghouse, at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to continue discussion of a proposed license amendment to increase the St. Lucie Unit 2 steam generator tube plugging (SGTP) limit. The meeting was open to the public as stated in the meeting notice dated August 17, 2005 (ML052270500). There were no members of the public present. Enclosure 1 is a list of attendees and Enclosure 2 is a copy of the FPL view graphs presented during the meeting.

The licensee briefly recapped the discussions from the previous meetings on May 18, 2005 (ML051460567) and July 13, 2005 (ML052140598), then presented an updated status of the scope and plan for the submittal and requested staff feedback.

The proposed change to Technical Specification (TS) 3.2.5 that would modify the Limiting Condition for Operation for Reactor Coolant System (RCS) minimum flow was again discussed at length. The proposed wording had been revised to specifically define the period that the amendment would be effective. However, the proposed TS would still allow plant operation at 100-percent power with greater than 30 percent of steam generator tubes plugged as long as RCS flow is greater than 335,000 gpm. The staff indicated that this had been discussed with the NRC Office of General Counsel, as committed at the previous meeting, and such operation would not be acceptable without additional analyses. The proposed TS will need to be further conditioned to reflect this. An alternative would be to use a license condition.

The interrelation of this amendment and the amendment for steam generator tube sleeving, which has previously been submitted, was discussed. The licensee plans to use sleeving to prevent exceeding 30-percent tube plugging, if possible. This amendment request will be structured with the assumption that the sleeving amendment is approved first.

The analyses for the 42-percent SGTP amendment will use the same methodology approved for the 30-percent SGTP amendment. FPL stated that analyses to date indicate that the models and correlations remain valid for the new conditions, and provided several charts and data tables to indicate the preliminary results and comparisons with the previous analyses.

The staff asked questions for clarification and provided feedback.

The licensee will provide a partial (but essentially complete) submittal by October 3, 2005, to allow the staff additional time for review. The formal submittal will be made by November 1, 2005.
