- Neil, It's not entirely clear from the NEC press release what they are referring to. The press release states, in part, that "Vermont Yankee has asked for and been granted an exemption from testing their Main Steam Isolation Valves....We do not think it prudent to wait until there is an accident to test these valves under pressure, said Shadis."
Since the press release deals with the EPU, I believe he is referring to Entergy's EPU application dated 9/10/03, Attachment 7, which provided a justification for exception (note - not exemption) to large transient testing. Specifically, VY has proposed to not perform MSIV closure and turbine generator load rejection tests. The NRC staff has not yet determined whether the licensee's proposed exception is acceptable.
