Response to the Letter Dated August 15, 2005, Request for Additional Information Regarding Amendment No.18 to License R-75 for The Ohio State University Research Reactor (OSURR)

To Whom It May Concern:

You requested the following information regarding the addition of already existing positions to the Administrative Organization Chart (Fig. 6.1) of the OSURR Technical Specifications.

1. Reason for the requested change.

2. Reason that we have determined the change does not lesson the independence of the Radiation Safety Section from the OSURR.

3. A statement that the original amendment request is also included under oath or affirmation for this response.

These are addressed below.

1. The change was requested because it more accurately reflects the reporting hierarchy of the Radiation Safety Section due to restructuring and title changes.

This was originally pointed out in the NRC Inspection Report No.50-150/2003/201 in Section l.b.

2. The change does not lesson the independence of the Director, Radiation Safety Section from the Director, Nuclear Reactor Laboratory because each Director still reports to a different Vice President. The Director, Radiation Safety Section reports to the Senior Vice President for Business and Finance while the Director, Nuclear Reactor Laboratory reports to the Provost who is the Executive Vice President. This change was discussed and approved by the Reactor Operations Committee at the March 2, 2004 meeting.

3. The original amendment application dated November 9, 2004 is included under the declaration of this letter to satisfy the oath or affirmation requirement.
