SUMMARY

OF OCTOBER 19, 2005, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING PROPOSED AMENDMENT FOR SPENT FUEL POOL BORAFLEX REMEDY (TAC NOS. MC8424 AND MC8425)

On October 19, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power and Light Company (FPL the licensee) at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss a proposed license amendment to use a combination of soluble boron, fuel element location restrictions and Metamic inserts in fuel racks, as a remedy for degradation of boraflex in the Turkey Point spent fuel pools. The licensee was assisted in the presentation by Holtec, the manufacturer of the Metamic inserts. The meeting was open to the public as stated in the meeting notice dated October 5, 2005 (ML052770278). There were no members of the public present. Enclosure 1 is a list of attendees. Enclosure 2 is a copy of the FPL view graphs presented during the meeting. Enclosure 3 is a copy of a draft partial amendment request that FPL prepared to illustrate the proposed scope and format for the submittal.

The licensee reviewed its plans and proposed schedule for submitting and obtaining approval of the amendment. The design and use of the Metamic inserts, the controls to be used for fuel element location, criticality, thermal-hydraulics, structural and seismic effects were discussed.

The NRC staff asked questions to obtain clarification of the design, fabrication and utilization of the Metamic inserts and controls to be used for fuel storage location. The staff also provided feedback on the format and content of the draft submittal. No regulatory decisions were made.

The licensee indicated that the amendment request would be submitted in early 2006 and requested approval within 1 year. The staff indicated that the proposed schedule was reasonable and achievable depending on the technical quality of the submittal.
