KEWAUNEE POWER STATION UNIT 1 NOTIFICATION OF QUALITY ASSURANCE PLAN CHANGE AND REQUEST FOR IMPLEMENTATION DATE EXTENSION On October 31,2003, Nuclear Management Company, LLC. (NMC) submitted a request to the NRC asking approval of a fleet Quality Assurance Topical Report (QATR).
Kewaunee Power Station (KPS) was a part of the NMC fleet at that time and was included in that submittal. The NMC fleet QATR was approved on March 24, 2005 with a KPS implementation date set for December 24, 2005. On July 5, 2005, KPS was acquired by, and the operating license transferred to, Dominion Energy Kewaunee, Inc.
(DEK). Due to the transfer of ownership, KPS no longer intends to implement the NMC fleet QATR, but instead intends to implement the Dominion fleet QATR, which received NRC approval on September 9,2005.
Both the approved NMC and the Dominion fleet QATRs are based on NQA-1-1994.
DEK has tentatively assessed and is expected to complete a formal review comparing the approved NMC fleet QATR to the approved Dominion fleet QATR by November 30, 2005. Since no reductions in commitment have been identified at this point in the review regarding transition from the NMC QATR to the Dominion QATR, DEK intends to implement the Dominion fleet QATR at KPS pursuant to 10 CFR 50.54(a)(3).
In order to transition from the current KPS site Quality Assurance Program to the Dominion fleet QATR and address the previous schedule commitment for implementation, DEK requests NRC approval to delay implementation of the approved NMC fleet QATR at KPS until June 30, 2006. This extension is requested in order to have sufficient time to complete our 10 CFR 50.54(a)(3) assessment and determine whether additional NRC review and approval is necessary. It would be our intent to directly implement the Dominion fleet QATR at KPS rather than first implement the NMC QATR as an intermediate step.
