FPL Energy Seabrook Station FPL Energy P.O. Box 300 Seabrook, NH 03874 Seabrook Station (603) 773-7000 September 23, 2005 Docket No. 50-443 9/- 8'85S SBK-L-05198 United States Nuclear Regulatory Commission Document Control Desk Director, Spent Fuel Project Office Office of Nuclear Material Safety and Safeguards.

Washington, D.C. 20555 Seabrook Station 10CFR Part Oualitv Assurance Proeram 71 FPL Energy Seabrook, LLC hereby provides notification, pursuant to the requirements of 10CFR71.101(f) that it intends to renew its Quality Assurance Program Approval for Radioactive Material Packages License No. 0835, Revision 1, which expires on November 30, 2005. The Seabrook Station Operational Quality Assurance Program (OQAP) meets the requirements of Appendix B to 10CFR50 as described in Section 17.2 of the Seabrook Station Updated Final Safety Analysis Report and has been established, maintained, and executed with regard to transport packages. The Seabrook Station OQAP was approved by the NRC in conjunction with the issuance of Facility Operating License NPF-86. The current FPL Energy Seabrook, LLC OQAP description is contained in Revision 10 of the Seabrook Station Updated Final Safety Analysis Report.

It is noted that the current revision of this approval identifies North Atlantic Energy Service Corporation as the licensee. Due to an administrative oversight, this license was not transferred to FPL Energy Seabrook, LLC at the time of the acquisition of a majority interest in Seabrook Station and the transfer of the Facility Operating License to FPL Energy Seabrook, LLC. This oversight has been documented in Seabrook's Corrective Action System. Subsequent to the acquisition, the OQAP program described in Section 17.2 of the UFSAR has remained in effect, therefore this oversight did not result in any adverse consequences.
