CHANGES TO THE TECHNICAL SPECIFICATIONS BASES (TAC NOS. MC5867 AND MC5868)
Dear Mr. Gannon:
By letters dated January 26, March 24, June 22, and August 16, 2005, Carolina Power & Light Company (the licensee) provided the Nuclear Regulatory Commission (NRC) with changes to Technical Specifications (TS) Bases Sections 3.8.1, 3.2.2, 3.3.1.1, 3.3.3.1, 3.1.4, 3.4.5, and 3.0.4 and associated sections. The licensee provided the TS Bases pages to the NRC for information only. They are accessible from the Agencywide Documents Access and Management System on the Internet at the NRC Web site (Accession No. ML052850028).
As you are aware, the TS Bases are not part of the TS as defined by Title 10 of the Code of Federal Regulations (10 CFR) Section 50.36. Changes to the TS Bases may be made without prior NRC approval, provided the changes do not require either a change in the TS incorporated in the license or a change to the Updated Final Safety Analysis Report or Bases that require NRC approval pursuant to 10 CFR 50.59.
The NRC staff has no objection to the changes, and may review the evaluations that support these TS Bases changes during a future inspection of Brunswick Steam Electric Plant, Unit Nos. 1 and 2 implementation of 10 CFR 50.59.
