SCEs ANSWER TO NRC ORDERS EA-05-006 AND EA-05-007
Dear Mr. Katz:
On July 19, 2005, the U.S. Nuclear Regulatory Commission (NRC) issued two orders related to transportation safety: EA-05-006 and EA-05-007. In Southern California Edison Companys (SCE) response to these NRC orders, SCE requested portions of the Orders be rescinded for the San Onofre Nuclear Generating Station (SONGS) Unit 1 reactor vessel (RV). This constitutes a request for an exemption from the Orders.
To support this request, SCE states that on May 28, 2003, the NRC determined that Additional Security Measures, similar to those given in Attachment (B) of the Orders, are not required for shipping the low-level radioactive waste package containing the SONGS-1 reactor vessel.
Further, SCE has stated it does not intend to ship the Unit 1 RV until it is decommissioning the balance of the site (Units 2 and 3). NRC understands this will be in about 40 years.
Therefore, at this time NRC denies SCE's request for exemption from the Orders. When SCE elects to ship the Unit 1 RV, it should verify the shipping requirements at that time. If appropriate, SCE may then request specific exemptions.
