SUMMARY
OF AUGUST 29, 2005, CATEGORY 1 MEETING WITH NPPD TO DISCUSS CNS STRATEGIC INITIATIVES (TAC NO. MC8231)
On August 29, 2005, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NPPD, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss CNS Strategic Initiatives.
The licensee presented information on its plans for submitting the following CNS licensing amendments: license renewal, 24-month fuel cycle, power uprate, dry cask storage, and alternate source term (AST). The majority of the meeting was focused on the CNS AST license amendment. This amendment will be submitted to the NRC in the following three separate submittals: fuel handling accident (FHA), loss-of-coolant accident (LOCA), and control rod drive and main steam line break. The licensee expressed that it would like to have the approval of the AST for FHA and LOCA in time for the CNS fall 2006 outage. The NRC staff discussed numerous operating experiences and concerns that occurred in reviewing AST submittals.
In addition, the licensee discussed its plan to submit a combined measurement uncertainty recapture (MUR) power uprate application with a stretch power uprate (SPU) application. The NRC staff noted that combining the MUR with the SPU application might cause unnecessary complications in establishing work responsibilities, use of review guidelines, and tracking various metrics and goals.
