SUMMARY

OF MEETING HELD ON JULY 22, 2005, BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING THE BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION On July 22, 2005, FirstEnergy Nuclear Operating Company (FENOC) met with members of the NRC staff at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the Beaver Valley Power Station (BVPS),

Units 1 and 2, license renewal application (LRA) recovery effort and project plan. Since the return of their first submittal, FENOC has brought in a project manager with prior license renewal experience to help lead the LRA recovery effort. Instead of attempting to revise the previous application, FENOC will start anew, verifying each step of the LRA before resubmittal.

Quality assurance and communication will be the key in this new process. The list of attendees is provided in Enclosure 1, and the meeting agenda is provided in Enclosure 2. FENOCs presentation slides used at the meeting are provided in Enclosure 3.

The steps to the LRA recovery effort include a technical assessment of the LRA, a legal gap analysis, a root cause evaluation, and the incorporation of lessons learned. FENOC has recently contracted the AREVA Group to assist with their technical review and Morgan, Lewis &

Bockius, LLP to assist with the legal gap analysis. Along with the assistance of these groups, a FENOC staff member was designated the responsibilities of coordinating and communicating comments and concerns with the industry and the NRC.

During the LRA recovery effort, accountability at all levels will be emphasized. FENOC will take ownership of the results of the project and provide oversight of the contractor. FENOC stated that they will remain as current as possible with industry and NRC license renewal activities and that their LRA and support documents will be subject to rigorous reviews. FENOC plans to resubmit the Beaver Valley license renewal application by the end of 2006 or early 2007.
