- 05-300-R PROPOSED RESOLUTION CALLING FOR TIHE IMMEDIATE SIIUTDOWN AND DECOMMISSIONING OF THE OYSTER CREEK NUCLEAR GENERATING STATION AS THE SAFEST WORKABLE EVACUATION PLAN August 23, 2005 WHEREAS, the Evacuation Plan for the Oyster Creek Nuclear Generating Station is grossly unrealistic and unworkable, and WHEREAS, the failure of evacuation was demonstrated Junc 2002. During a forest fire at Double Trouble State Park, roads to and from Oyster Creek were blocked all day and Emergency Vehicles were unable to get through, and WHEREAS,,in case of a major nuclear accident, it would take one to four hours for radioactive plumes to spread within a ten mile ring of the Oyster Creek Nuclear Generating Station, depending on the weather. According to the NJ State Police officials in 2003, it would take 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br /> in the winter and 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> and 28 minutes during the tourist season to evacuate approximately 244,000 people located within the ten mile radius; and WHEREAS, since then, the evacuation route has been increasingly hampered due to population growth and the swelling of development in surrounding areas; and WHEREAS, the warning system is primitive - there are no backup solar-powered sirens to warn residents in case the power fails: and WHEREAS, there are no radiation monitors beyond 2.7 miles for the evacuation team to warn residents of the advancing colorless and odorless radioactive plumes and evacuation workers would be overcome; and WHEREAS, any attack on the plant, or other unforeseen accident which could result from the age related degradation of the facility, could have catastrophic effects on the Jersey Shore as exposure to the radioactive material would affect those trying to evacuate and would put the continued inhabitability of entire communities at risk, and WHEREAS, closing this obsolete plant would reduce the possibility of a meltdown that would cause widespread cancers and deaths; and WHEREAS, Chernobyl was an example of a failed evacuation. A nuclear catastrophe can be far worse here. The Chernobyl Nuclear Plant was only two years old years old at the time of the meltdown in 1986. There are vast areas that are still uninhabitable. Oyster Creek has 36 years of accumulated radioactive material.
NOW THEREFORE BE IT RESOLVED. by the Township Council of the Township of Berkeley, County of Ocean, State of New Jersey, on behalf of all Township residents, as follows:
The Berkeley Township Council rejects the current evacuation plan and calls for the Immediate Shutdown and decommissioning of Oyster Creek Nuclear Generating Station as the Safest Workablc Evacuation Plan; and BE IT FINALLY RESOLVED that a copy of this Resolution shall be forwarded to the following:
