PALISADES NUCLEAR PLANT LICENSE RENEWAL APPLICATION AUGUST 11, 2005 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC), held a telephone conference call on August 11, 2005, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Palisades Nuclear Plant, license renewal application (LRA). The following D-RAIs were discussed during the telephone conference call.
D-RAI 2.3.1-2 Scoping boundary drawing LR-M-201, Sheet 2 indicates pressurizer safety valves are in scope of license renewal. However, LRA Table 2.3.1-1 does not identify pressurizer safety valves separately as being within scope. Please indicate which line item in LRA Table 2.3.1-1 includes the subject component.
Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.
D-RAI 2.3.2-1(b)
Containment sump screens are normally used in the containment sump which provides water for the Emergency Core Cooling System (ECCS) recirculation phase, and one of the intended functions is to protect the ECCS pumps from debris and cavitation due to harmful vortex following a Loss of Coolant Accident (LOCA). The subject component was not identified as within scope in Table 2.3.2-1 of the LRA, which listed component groups for the Engineered Safeguards System that require an Aging Management Review (AMR). Please provide justification why containment sump screens are not in scope or submit an AMR for the stated component.
Discussion: The applicant indicated that the requested information is located in the stated LRA table and the component is listed as piping/strainers. Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.
D-RAI 2.3.2-2 On page 2-71 of the LRA it states, the portions of the Engineered Safeguards System containing components subject to an AMR include accumulators, heat exchangers, fasteners, baskets, pipe and fittings, pumps, and valves. However, in LRA Table 2.3.2-1 and supplemental letter dated May 5, 2005, accumulators are not identified as within scope. Please provide justification why accumulators are not in scope or submit an AMR for the stated component.
Discussion: The applicant indicated that the requested information is located in the stated LRA table and the component is listed as piping/strainers/accumulators. Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.
D-RAI 2.3.2-3 On page 2-71 of the LRA it states the major components of the seven mechanical subsystems of the Engineered Safeguards System. However, in LRA Table 2.3.2-1 and supplemental letter dated May 5, 2005, the following components are not identified as within scope. Please provide justification why the following components are not in scope or submit an AMR for the stated components.
(a) LPCI control valves (b) LPCI injection header (c) Containment Spray headers Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.
D-RAI 2.3.3-1 Scoping boundary drawing LR-M-202, Sheets 1 and 1A indicate boric acid pumps and filters are in scope of license renewal. However, LRA Table 2.3.3-1 does not identify boric acid pumps and filters as being within scope. Please indicate which line item in LRA Table 2.3.3-1 includes the subject components.
Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.
