NRC COMMENTS TO THE EXAMINATION OUTLINE SUBMITTAL AND EXAMINATION OUTLINE QUALITY CHECKLIST, ES-201-2 FOR THE CLINTON INITIAL EXAMINATION -JULY 2005

Review of Examination outline for the July 2005 Clinton Examination.
u I reviewed the subject examination outline and found it to be acceptable with the following two exceptions. The following two comments were discussed with Gary Setser the examination author on April 18, 2005 by phone. The preliminary resolutions are as indicated below.
- 1) SRO Administrative JPM, Determine Actions Reauired For a Securitv Threat Comment: This JPM has been classified as a Conduct of Operation JPM, the title of the JPM would suggest that it would be better classified as an Emergency Plan JPM.
Resolution: The site has re-review this JPM and believe it is correctly classified as a Conduct of Operation JPM per ES-301 B. 1. Security (awareness and familiarity).
When the actual examination is received the NRC will confirm this JPM has been correctly classified. F
- 2) Scenario 3, Event 1, SLC PumD A Packino Problem Comment: This Event is a given in the scenario shift turnover. Therefore the evaluation of the Tech Spec call by the SRO will not be observable by the examiners in a normal control room setting. This event will need to be changed so the SRO does not have knowledge of the equipment problem prior to assuming command of the shift.
Resolution: The scenario will be modified to address this problem.
