August 30, 2005 Duke Energy Corporation ATTN: Mr. Ronald A. Jones Vice President Oconee Site 7800 Rochester Highway Seneca, SC 29672

SUBJECT:

MEETING ANNOUNCEMENT - PUBLIC MEETING - OCONEE NUCLEAR STATION - DOCKET NOS. 50-269, 50-270, 50-287

Dear Mr. Jones:

This letter confirms the telephone conversation between James Weast of your staff and myself on August 8, 2005, concerning the scheduling of a Regulatory Performance Meeting for September 20, 2005, at 2:00 p.m. This is a Category One public meeting required by the NRC Action Matrix. The meeting notice, which provides additional details is enclosed. The purpose of this meeting is to discuss the results of the supplemental inspection performed to assess your corrective actions associated with two White findings identified in the Mitigating Systems Cornerstone that placed the performance of Oconee Units 1, 2, and 3 in the Degraded Cornerstone Column of the NRCs Action Matrix for the third quarter 2004. The first White finding involved pressurizer ambient heat losses in all three Oconee units exceeding the capacity of the pressurizer heaters powered from the standby shutdown facility (SSF). That White finding was evaluated and closed in Supplemental Inspection Report 05000269,270,287/2004011. The second White finding involved delayed manning of the SSF during a fire in certain plant areas. The supplemental inspection was completed on June 8, 2005, and the results were reported in NRC Supplemental Inspection Report 05000269,270,287/2005006, dated June 22, 2005. This inspection focused primarily on the second White finding and the combined assessment of the two White findings.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/NRC/ADAMS/index.html (the Public Electronic Reading Room).
