REQUEST FOR ASSISTANCE IN RESPONSE TO OFFSITE EVACUATION CONCERNS INVOLVING OYSTER CREEK NUCLEAR GENERATING STATION

Dear Ms. Quinn:

We request the assistance of the Federal Emergency Management Agency (FEMA) in addressing concerns documented by Ms. Peggi Sturmfels in a testimony, which was received by the Nuclear Regulatory Commission (NRC) at a public meeting held on May 12, 2005. We shared this testimony with your staff on May 26, 2005.

Ms. Sturmfels lives in Ocean County, which is located within the 10-mile emergency planning zone (EPZ) of Oyster Creek Nuclear Generating Station. She contends that since Oyster Creek was commissioned, the population around the plant has significantly increased, notably the senior citizen population. Based on the limited number of major roadways, construction on the auxiliary routes, lack of mass transportation and increase in the number of senior citizens, she believes that the evacuation plans are inadequate. Additionally, she contends that shore visitors and tourists during the summer time aggravate this situation. Ms. Sturmfels also believes that the evacuation plan for school children is inadequate since there are not enough buses available to provide for timely and effective evacuation.

Please review these issues, and provide us with a report of the results of your review. This matter was discussed between our respective staff, and a date of October 31, 2005, has been selected as a proposed goal for FEMAs response to this request for assistance.
