September 13, 2005 Mr. William Levis Senior Vice President & Chief Nuclear Officer PSEG Nuclear LLC-X04 Post Office Box 236 Hancocks Bridge, NJ 08038
SUBJECT:
BULLETIN 2004-01, INSPECTION OF ALLOY 82/182/600 MATERIALS USED IN THE FABRICATION OF PRESSURIZER PENETRATIONS AND STEAM SPACE PIPING CONNECTIONS AT PRESSURIZED-WATER REACTORS, RESPONSE FOR THE SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2 (TAC NOS. MC3507 AND MC3508)
Dear Mr. Levis:
On May 28, 2004, the Nuclear Regulatory Commission (NRC) issued Bulletin 2004-01, Inspection of Alloy 82/182/600 Materials Used in the Fabrication of Pressurizer Penetrations and Steam Space Piping Connections at Pressurized-Water Reactors. This Bulletin informed licensees that current methods of inspecting the pressurizer penetrations and steam space piping connections fabricated from Alloy 82/182/600 materials may need to be supplemented with additional measures (e.g., bare-metal visual inspections) to detect flaws or leakage in these penetrations and connections. Item 1 of the Bulletin requested that the licensees provide the NRC with information related to the materials of construction, the inspections that have been performed, and the inspections which will be performed to verify the integrity of these Alloy 82/182/600 penetrations and connections. Item 2 of the Bulletin requested a report on the results of the next inspection described in item 1 of the Bulletin.
By letter dated July 27, 2004, PSEG Nuclear LLC (the licensee) provided the response to Bulletin 2004-01 for the Salem Nuclear Power Plant, Unit Nos. 1 and 2 (Salem), stating that none of the pressurizer penetrations or steam space piping connections at Salem were constructed from Alloy 82/182/600 and, therefore, there is no need for the inspection program described in the Bulletin.
The NRC staff has completed its activities associated with Bulletin 2004-01 for Salem. Given the materials of construction, the inspections and reports described in the Bulletin are not required for Salem.
