In Reference 1, Nuclear Management Company, LLC (NMC), provided the 60-day response to Bulletin (BL) 2003-01, "Potential Impact of Debris Blockage on Emergency Sump Recirculation at Pressurized-Water Reactors", for the Point Beach Nuclear Plant (PBNP). Reference 2 supplemented the response with new commitments. Included in that supplement was the following commitment:
NMC will implement the following Candidate Operator Action (COA) by April 30, 2005, at the Point Beach Nuclear Plant:
COA #7 Provide more aggressive cooldown and depressurization following a small break LOCA During a telephone conference between NMC personnel and Nuclear Regulatory Commission (NRC) staff, the staff requested the status of this commitment. The above commitment has been fulfilled. NMC revised the background document for PBNP Procedure EOP-1.2, "Small Break LOCA Cooldown and Depressurization", to state that one intent of reactor coolant system (RCS) cooldown was to rapidly cool the RCS during a small break loss of coolant accident (SBLOCA) (i.e., to rapidly cool down the RCS at a rate as close to 1000F/hour without exceeding this rate). This revision is consistent with the Westinghouse standard background emergency response guideline for this action. A lesson plan was developed and implemented for operators' simulator training to review the EOP-1.2 background document change and emphasize the need to maximize the RCS cooldown rate during a SBLOCA response.
