MILLSTONE POWER STATION UNITS 2 AND 3 REQUEST TO USE A LATER EDITION AND ADDENDA OF THE ASME SECTION XI CODE FOR THE REPAIR/REPLACEMENT PROGRAM IN ACCORDANCE WITH 10 CFR 50.55a(a)(4)(iv)
In accordance with the guidance provided in NRC Regulatory Issue Summary (RIS) 2004-16, dated October 19, 2004, Dominion Nuclear Connecticut, Inc. (DNC) requests NRC approval to use the ASME Boiler and Pressure Vessel Code,Section XI, 1998 Edition, No Addenda, subject to applicable modifications and limitations imposed by 10 CFR 50.55a(b)(2) for repair/replacement activities on Class 1, 2, and 3 components at Millstone Power Station Units 2 and 3. Related Code requirements shall be met when using the 1998 Edition, No Addenda, for repair/replacement program activities. DNC intends to use this later edition for the duration of the current Millstone Units 2 and 3 inservice inspection (ISI) 1 0-year intervals.
The IS1 10-year interval plans for Millstone Units 2 and 3 currently use the ASME Boiler and Pressure Vessel Code,Section XI, 1989 Edition, No Addenda. Millstone Unit 2 is currently in its third 10-year IS1 interval, which began April 1, 1999, and is scheduled to end March 31, 2009. Millstone Unit 3 is currently in its second 10-year IS1 interval, which began April 23, 1999, and is scheduled to end October 23, 2008.
Therefore, pursuant to 10 CFR 50.55a(g)(4)(iv), and in accordance with the guidance provided in RIS 2004-16, DNC hereby requests the use of the 1998 Edition of ASME Code,Section XI, No Addenda, and the related Code requirements when performing Section XI repair/replacement activities for the remainder of the 1 0-year IS1 intervals at Millstone Units 2 and 3. DNC requests NRC approval by June 29, 2006.
