Dear Dr. Bores:
Enclosed is a copy of the final report for the Three Mile Island Nuclear Power Station (TMI), full participation plume exposure pathway exercise of the offsite radiological emergency response plans, site-specific to the TMI Power Station. This exercise was conducted on May 3-4, 2005. The Commonwealth of Pennsylvania, and the risk counties of Cumberland, Dauphin, Lancaster, Lebanon and York, the support counties of Adams, Franklin and Schuylkill, and nine municipalities participated in this exercise. A copy of this report has been provided to the Commonwealth of Pennsylvania.
No Deficiencies and seven Areas Requiring Corrective Action (five satisfactorily re-demonstrated) were identified during this exercise.
Based on the results of the 2005 TMI exercise, FEMA finds that the offsite radiological emergency response plans and preparedness for the Commonwealth of Pennsylvania and the effected local jurisdictions, site-specific to TMI, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken to protect the public health and safety in the event of a radiological emergency at the site.
