SAFETY EVALUATION REPORT (SER) RELATED TO THE LICENSE RENEWAL OF MILLSTONE POWER STATION, UNITS 2 AND 3

Dear Mr. Christian:

By letter dated January 20, 2004, Dominion Nuclear Connecticut, Inc. (DNC or the applicant) submitted applications to the U.S. Nuclear Regulatory Commission (NRC or the staff) for the renewal of the Millstone Power Station, Units 2 and 3 (MPS), operating licenses for up to an additional 20 years. The license renewal applications (LRAs) were submitted pursuant to Title 10 of the Code of Federal Regulations Part 54 (10 CFR 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRAs were complete and acceptable for docketing on March 12, 2004. Since that time, the staff has reviewed DNC LRAs, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs and developed a safety evaluation report (SER) with open items dated February 24, 2005. On the basis of this review, the staff has developed the enclosed SER to document its findings associated with the safety review of the LRAs and supporting documentation for MPS.
