PSEG RESPONSE LETTER REGARDING NRC REVIEW OF USE OF THE EXECUTIVE REVIEW BOARD PROCESS
Dear Mr. Levis:
This letter acknowledges receipt of your response letter dated July 1, 2005, discussing your re-assessment of the evidence of worker perceptions regarding the advisability of raising issues or challenging decisions in the current environment at the Salem and Hope Creek Generating Stations. You stated in your response that it is your view that employees will raise nuclear safety issues; however, you recognized indications that some employees are reluctant to raise other issues.
The NRC reviewed your response; and on July 13, 2005, Mr. Eugene Cobey, Chief, Projects Branch 3, NRC Region I, discussed the results of your re-assessment and planned corrective actions with Mr. Darin Benyak, Director Regulatory Assurance, PSEG. We understand that PSEG intends to implement corrective actions to address the reluctance of some employees to raise issues or challenge managements decisions. Specifically, PSEG intends to develop and implement continuing training on safety conscious work environment, develop and implement a corrective action excellence plan, and increase management focus on outlier organizations identified in the 2005 Synergy survey, among others.
The NRC will continue to review this issue, and the metrics you have developed to measure your progress, as part of our on-going assessment of the performance of the Salem and Hope Creek Generating Stations. If you have any questions on this matter, please contact Mr. Eugene Cobey at 610-337-5171.
