Review of UVA Responses to NRC RAls Stephen, As you requested via a phone call on January 11, 2005, ESSAP has reviewed the following documents sent to the NRC in response to the NRC's requests for additional information (RAI).

ESSAP's review indicates that the final status survey report (FSSR, Ref. 4) documents that the site meets the radiological criteria for release for unrestricted use. Based on these results, ESSAP will coordinate with UVA to schedule the confirmatory survey.

ESSAP would like to take the opportunity to discuss one of the technical changes to the FSSR. Response to RAI 4 (Ref. 1) discusses the resolution to the gamma scans having inadequate sensitivity for Co-60 in the high background fields. The technical basis for showing that the sensitivity met the screening DCGL was that the Co-60 decayed enough since the final status survey to the time the responses were drafted to meet the DCGL. In fact, one area still did not meet the DCGL after that decay, and would require three more months of decay to ensure the area that was scanned met the DCGL at the time of the survey. While this technical change solves the problem of inadequate final status survey planning, it is not an acceptable standard practice.
