Dear Sir or Madam:
Reference 1 (PCN-561) requested changes to Technical Specification (TS) Surveillance Requirement (SR) 3.3.7.3.a to revise the allowable values for the degraded voltage relays. During a phone call with the Nuclear Regulatory Commission (NRC) on July 1, 2005, additional information was requested regarding PCN-561.
As stated in Reference 2, SCE has been making every effort to ensure that all actions necessary to implement the final proposed option (218 kV) are completed such that implementation would occur July 5, 2005. SCE also stated that if the final proposed option is not ready for implementation, the interim proposed option (219.5 kV) would be implemented.
At this time, SCE is prepared to implement the final proposed option (218 kV) without first implementing the interim proposed option (219.5 kV).

Document Control Desk July 1, 2005 Reference I stated that evaluation of the effect of the proposed change on voltages at the 120V level was ongoing, and would be completed by July 1, 2005. The evaluation determines what additional modifications similar to those described in Reference 1 would be necessary to ensure operation consistent with the calculations of voltages at the 4160 V level. This evaluation has been completed. The evaluation identified two additional tests of Control Power Transformers that should be completed prior to implementation of the final proposed option (218 kV). There is also a previously identified termination of a cable modification that must be completed prior to implementation. As committed to in Reference 1, all necessary testing and modifications will be completed prior to implementation of the proposed change.
