SAFETY EVALUATION REPORT FOR THE NORTH ANNA EARLY SITE PERMIT APPLICATION MULTIPLE ADDRESSEES
Dear Sir or Madam:
On June 16, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff issued its safety evaluation report (SER) for the application by Dominion Nuclear North Anna, LLC (Dominion) for an early site permit (ESP) for a site designated by Dominion as the North Anna ESP site.
We are enclosing a CD-ROM copy of this document for your information.
The SER contains the staffs review of safety aspects of Dominions ESP application for the North Anna ESP site. The staffs review verified the applicants compliance with the Commissions regulations. The Commission is expected to reach a final decision on the ESP application after reviewing the staffs final SER and environmental impact statement, along with a report from the NRCs independent Advisory Committee on Reactor Safeguards and the findings of an NRC Atomic Safety and Licensing Board in a hearing on the application. The SER serves to identify the matters resolved in the safety review and to identify remaining items to be addressed by a future combined license applicant.
At the time the SER was issued, the NRC informed Dominion that it would withhold the SER from public disclosure for 14 calendar days to allow Dominion the opportunity to verify, in consultation with Bechtel Power Corporation and the Virginia Department of Emergency Management, the NRC staffs conclusion that the SER does not contain proprietary or sensitive information that should be withheld from public release in accordance with NRC regulations.
Dominion has not identified any such information in the SER, so the staff has made the SER available for public inspection on the NRCs public web site at http://www.nrc.gov/reactors/new-licensing/esp/north-anna.html. In addition, the document is available through the NRCs Public Document Room and the Publicly Available Records (PARS) component of ADAMS, the NRCs document management system. ADAMS is accessible from the NRC web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). The ADAMS Accession Number for the SER is ML051610246.
