SUBJECT:

COOPER NUCLEAR STATION RE: CHANGE TO EMERGENCY PLAN IMPLEMENTING PROCEDURE (TAC NO. MC5848)

By letter dated January 28, 2005, Nebraska Public Power District (NPPD or the licensee) submitted a proposed change to the Cooper Nuclear Station (CNS) Emergency Plan Implementing Procedure 5.7.1. The proposed change relates to an Emergency Action Level (EAL) for the Notification of Unusual Event classification Initiating Condition (IC) 1.1.2. The change was proposed due to a pending design change that replaces a radiation monitor in the Multi-Purpose Facility (MPF).

In reviewing the application, the NRC staff had one question to clarify the information in the application, which was sent to the licensee by email. The e-mail dated April 6, 2005, from the NRC, is the question, and e-mail dated April 14, 2005 is the licensee response. In the e-mail dated May 2, 2005, the licensee stated that upon NRC approval of the above submittal changes to the CNS Updated Safety Analysis Report will be made. These e-mails can also be located in ADAMS under accession number ML051740427.
