SUMMARY
OF ANNUAL ASSESSMENT AND SCWE IMPROVEMENT UPDATE MEETING On June 8, 2005, at 7:00 p.m., a management meeting was conducted between the Nuclear Regulatory Commission (NRC) and Public Service Enterprise Group Nuclear, LLC (PSEG) at the Bridgeport Holiday Inn in Swedesboro, NJ. The purpose of the meeting was to discuss the NRCs assessment of the safety performance at the Salem and Hope Creek Generating Stations for calendar year 2004 and to review PSEG actions to improve performance in the following areas:
Safety conscious work environment; Problem identification and resolution; Procedure adherence and other elements of human performance; and Quality of engineering products particularly as they relate to evaluation of degraded equipment and associated operational decision making.
The meeting was opened by Randy Blough, Director, Division of Reactor Safety, NRC Region I, who introduced the staff and initiated the NRC presentation. The Regional Administrator also participated in the meeting. The agenda was modified to begin the meeting with a discussion by PSEG regarding the circumstances surrounding the declaration of a Notice of Unusual Event at Hope Creek on June 7, 2005, due to elevated leakage into containment. Following PSEGs discussion, Eugene Cobey, Chief, Projects Branch No. 3, discussed the NRCs response to the event. The NRC transitioned back to the planned meeting agenda and presented the results of the NRCs assessment of the safety performance at the Salem and Hope Creek Generating Stations for calendar year 2004. PSEGs presentation followed the NRCs and discussed their response to the NRCs 2004 assessment and their actions to improve performance at the site.
PSEG also responded to questions by NRC staff members throughout the meeting. Refer to the NRC and PSEG presentations for details. Approximately 75 people were in attendance.
After a short break, public attendees were offered the opportunity to ask questions of NRC officials. The comments and questions pertained to a variety of topics, including security, the Exelon merger and Executive Review Board process. The meeting was adjourned at approximately 10:00 p.m.
