KEWAUNEE NUCLEAR POWER PLANT - REQUEST FOR CHANGES TO EMERGENCY ACTION LEVELS (TAC NO. MC7237)
Dear Mr. Gaffney:
By letter dated June 3, 2005, the Nuclear Management Company, LLC (NMC) proposed changes associated with the Kewaunee Nuclear Power Plant for Emergency Action Levels (EALs) located in Emergency Plan Implementing Procedure EPIP-AD-02, "Emergency Class Determination."
Rather than evaluate your proposed change individually, the U.S. Nuclear Regulatory Commission (NRC) staff has decided to consider it along with the review that is currently in progress in response to your request dated October 26, 2004 (ML051440256). Your October 26, 2004, request proposed implementing a new EAL scheme based on Nuclear Energy Institute (NEI) 99-01, Revision 4, using the guidance of NRC Regulatory Issue Summary 2003-18, Supplement 1. The NEI 99-01 EAL scheme includes the change proposed in your June 3, 2005, letter.
