OPERATOR LICENSING EXAMINATION APPROVAL
Dear Mr. Crane:
The purpose of this letter is to confirm the final arrangements for the upcoming Limited Senior Reactor Operator (LSRO) licensing examinations at the Limerick and Peach Bottom sites and to respond to your letter of May 26, 2005, requesting approval pursuant to 10 CFR 55.46(b)(1) to use plant equipment (i.e., the refueling platform and other plant equipment or panels) in lieu of a plant referenced simulator for evaluating LSRO applicants at Limerick and Peach Bottom Stations.
With regard to the use of plant equipment, we have reviewed your request with the Office of Nuclear Reactor Regulation (NRR) operator licensing program office and concluded, pursuant to 10 CFR 55.46(b)(2), that the proposed use of the stated plant equipment will be suitable for conducting the LSRO operating tests in accordance with 10 CFR 55.45(a) and (b).
The NRC has also completed its review of the operator license applications submitted in connection with this examination and separately provided a list of approved applicants to Mr. Joseph White, Limerick Director of Training, and Mr. Anthony Wasong, Peach Bottom Director of Training. Note that any examination waivers and application denials have been addressed in separate correspondence.
During our review of the preliminary license applications, we discovered that your three applicants may not have satisfied the requirement to complete five significant control manipulations that affect reactivity pursuant to 10 CFR 55.31(a)(5). We discussed our concerns with Mr. Joseph White, Director of Training, Mr. Carl Rich, Manager of Operations Training, during a teleconference on June 2, 2005, and subsequently reviewed your request with our NRR program office. Although we have decided to proceed with the examinations as previously scheduled (all three applicants have been granted deferral waivers regarding completion of the required significant control manipulations), the applicants who pass the examination will not be licensed until your site management notifies the NRC Region I office that a total of five significant control manipulations were performed by the applicants in order to satisfy the requirements of 10 CFR 55.31(a)(5), as follows.

Complete five significant control manipulations involving loading or unloading fuel into, out of, or within the reactor vessel (see NUREG 1021, Revision 9, Operating Licensing Examination Standards for Power Reactors, ES-202, D.3.a) at either Limerick or Peach Bottom, or combination thereof, under the direction of a licensed SRO or LSRO.

Complete five dummy fuel transfers within the fuel pool of the other Station.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, on or after June 16, 2005.
The NRC staff will administer the operating tests during the week of June 13, 2005.
