Dear Mr. Rueger:
By [[letter::DCL-03-183, License Amendment Request 03-18, Revision to Technical Specifications 5.5.9, Steam Generator (SG Tube Surveillance Program, and 5.6.10, SG Tube Inspection Report, for 4-Volt Alternate Repair Criteria for SG Tube Repair|letter dated January 7, 2004]], you applied for an amendment to the Facility Operating License No. DPR-80 and Facility Operating License No. DPR-82 for the Diablo Canyon Power Plant, Unit Nos. 1 and 2, respectively. The proposed changes would have revised the Technical Specifications to allow application of 4-volt alternate repair criteria at intersections of the SG tube hot-legs with the four lowest SG tube support plates. Subsequently, by "DCL-05-054, Withdrawal of License Amendment Request 03-18, Revision to TS 5.5.9, Steam Generator Tube Surveillance Program, and 5.6.10, Steam Generator Tube Inspection Report, for 4-volt Alternate Repair Criteria for [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Tube Repair|letter dated May 13, 2005]], you withdrew the amendment request. The letters dated January 7, 2004, and May 13, 2005 are available in the NRC's Agencywide Documents Access and Management System under Accession Numbers ML040120619 and ML051440406, respectively.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.

The proposed amendments would have revised the Technical Specifications to allow application of 4-volt alternate repair criteria at intersections of the SG tube hot-legs with the four lowest SG tube support plates.
The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the Federal Register on February 3, 2004 (69 FR 5206).
