Dear Commissioners and Staff:
PG&E Letter DCL-03-183, dated January 7, 2004, submitted License Amendment Request (LAR) 03-18, uRevision to Technical Specifications 5.5.9, 'Steam Generator (SG) Tube Surveillance Program,' and 5.6.10, 'Steam Generator (SG) Tube Inspection Report,' for 4-volt Alternate Repair Criteria for Steam Generator Tube Repair."
LAR 03-18 proposes to revise the Diablo Canyon Power Plant (DCPP) Technical Specifications (TS) to allow application of 4-volt alternate repair criteria at intersections of SG tube hot-legs with the 4 lowest SG tube support plates.
PG&E responded to NRC requests for additional information regarding LAR 03-18, on July 23, 2004, July 30, 2004, September 3, 2004, and December 28, 2004. NRC requests for additional information were also received on February 16, 2005 and April 14, 2005. A significant amount of effort will be required to respond to the 2005 requests for additional information. In addition, recent SG inspection results make it unlikely that PG&E will need to rely on locked SG tube support plates to satisfy the TS 5.6.10.g.1 SG one percent probability of burst criterion. Considering these two factors, PG&E withdraws LAR 03-18.
