SUMMARY

OF MARCH 29, 2005, ANNUAL ASSESSMENT MEETING WITH DOMINION NUCLEAR CONNECTICUT AND THE NUCLEAR ENERGY ADVISORY COUNCIL (NEAC)

On March 29, 2005, at 3:00 p.m., an Annual Assessment Meeting was conducted at the Lenan F. Sillin Training Facility, Waterford, CT, between the Nuclear Regulatory Commission (NRC) and Dominion Nuclear Connecticut (Dominion). The NRC requested the meeting with Dominion management to discuss the NRCs assessment of the safety performance of the Millstone Nuclear Power Plant for calendar year 2004. At 6:00 p.m. the same day a joint meeting with NEAC was conducted at the Waterford Town Hall, Waterford, CT, to discuss the implementation of the Reactor Oversight Process and to answer questions regarding the Millstone Nuclear Power Plant performance for calendar year 2004.

The NRC presented and discussed its assessment of the safety performance of Millstone Units 2 and 3 for the period between January 1 through December 31, 2004. The NRC presentations included background on both plants, performance assessment results, an overview of calendar year 2005 planned inspections and oversight, and a discussion of general NRC issues. As part of the regulatory performance meeting at 3:00 p.m., Dominion presented an overview of their performance in the areas of Operations and Engineering. At the 6:00 p.m.

meeting, the NRC provided NEAC with specifics concerning selected inspection findings and discussed low level trend observations.

The public observed both meetings and were offered the opportunity to communicate with the NRC regarding Dominions performance at Millstone and the role of the agency in ensuring safe plant operations. At the end of both meetings the NRC answered questions from the public, including a discussion of Millstone effluents and emissions, the number of design transients over the 40-year life of Unit 2, and aspects of Millstones corrective action program.
