COMMITMENTS AND PLANS RELATED TO EXTENDED POWER UPRATE OPERATION
Dear Mr. Crane:
This refers to Exelon Generation Company, LLC (EGC), Letter RS-05-064, dated May 13, 2005, which provides your commitments regarding operation of the Quad Cites Nuclear Power Station Units 1 and 2, and Dresden Nuclear Power Station Units 2 and 3 at extended power uprate (EPU) conditions. Your letter referenced your five previous commitment letters on this subject dating from 2003 and noted that a large portion of the actions associated with the previous commitments had been completed. The NRC staff has followed these actions through inspections, evaluations, and public meetings with Exelon staff, culminating in a management meeting on May 4, 2005, in NRC Headquarters which was open to public observation. to your letter provided the remaining commitments supporting EPU operation for the Dresden and Quad Cities units, superceded the previous commitment letters, and represented your commitments in their entirety. Additionally, Attachment 2 provided the Quad Cities Unit 2 Power Ascension Test Procedure for the Reactor Vessel Steam Dryer Replacement.
The NRC staff has conducted a review of the information in your May 13, 2005, letter. We understand your commitments include that you will provide frequent feedback to the NRC staff on steam dryer monitoring during Quad Cities Unit 2 power ascension testing following replacement of the steam dryer to EPU power levels and during subsequent EPU operation.
Your commitments stated that you will submit the detailed evaluations from the Unit 2 power ascension data collection to the NRC within 60 days of data collection at 930 Mwe or the maximum reactor thermal power level achieved. We also understand that you will provide extensive feedback to the NRC staff on continued steam dryer loading analysis and on the start up testing and EPU operation of Quad Cities Unit 1 following steam dryer replacement. Your commitments also stated that you would submit the detailed evaluations from Unit 1 to the NRC within 60 days following reaching full power on Unit 1 with the replacement steam dryer installed. We understand that commitments for the monitoring of the two Dresden units at EPU power levels, inspection of the steam dryers during refueling outages, and attempting to locate and retrieve the Unit 2 sample probe continue. Your commitment Number 7 stated that where

Crane evaluations or inspections described in your letter indicated significant potential degradation of the steam dryer, Exelon Generation Company would take appropriate actions up to and including shutting down the applicable unit. Lastly, we understand that Exelon Generation Company commits to meet with NRC management by August 31, 2005, and to voluntarily return the affected Quad Cities units to pre-EPU power levels within 14 days, if NRC management leading the meeting is not satisfied with the results and conclusions of your evaluations.
We have no objections with your proceeding as described in your May 13, 2005, letter. We look forward to reviewing the results of the Quad Cities testing and discussing those results with your staff.
