ACKNOWLEDGMENT OF RECEIPT OF LETTER AND
SUMMARY
OF PUBLIC MEETING CONDUCTED TO DISCUSS COMMITMENTS FOR THE KEWAUNEE NUCLEAR POWER PLANT
Dear Mr. Lambert:
This letter acknowledges the receipt of a March 18, 2005, letter from you which included commitments to implement improvements at Kewaunee Nuclear Power Plant (KNPP). This letter also summarizes the public meeting conducted between the Nuclear Regulatory Commission (NRC) and the Nuclear Management Company, LLC (NMC) on April 20, 2005, at the NRC Region III office in Lisle, Illinois, to discuss the Improvement Initiatives outlined in the March 18 letter.
On February 19, 2005, KNPP was shut down in accordance with Technical Specifications due to the identification of design issues which rendered the auxiliary feedwater system inoperable.
During the outage, additional issues have been identified which require resolution. These issues include internal flooding vulnerabilities and emergency diesel generator exhaust protection issues.
On March 18, 2005, NMC submitted a letter to the NRC (ADAMS Accession No. ML050820213) which contained commitments to implement improvements at KNPP. The improvement commitments were developed by NMC and will be completed to address specific performance issues in the following focus areas: Operations, Configuration Management, Engineering, Corrective Action, and Manager/Supervisor Effectiveness, and to improve all aspects of station performance. Your plan identified a number of improvements in the five focus areas that you have committed to complete prior to restarting from the current outage while the remaining initiatives are committed to be completed post unit restart. The NRC will monitor the completion of these improvements and review the effectiveness of their implementation in future inspections.
On April 20, a meeting was held between NMC and the NRC at the NRC Region III Office in Lisle, Illinois to discuss the commitments listed in the March 18 letter, with a focus on those actions you plan on completing prior to restarting KNPP. At the meeting, your staff presented an overview of the conditions that led to the recent unit shutdown and the extent of those conditions, and provided the details of the near term actions to be completed prior to restart.
C. Lambert These actions included modifications to various systems to resolves the design issues associated with auxiliary feedwater system, internal flooding vulnerabilities and diesel generator exhaust protection. These actions also included an extent of condition review to identify other existing issues associated with vulnerabilities to tornadoes, earthquakes, flooding and high energy line breaks.
You also provided an overview of the recent extensive organization changes and how these changes would improve plant operations and management effectiveness. Long term improvement actions in the areas of configuration management, engineering, and corrective action process were also presented. In addition, you stated that a restart readiness assessment would be performed prior to unit restart. The NRC plans to review the results of your readiness assessment.
In accordance with 10 CFR 2.390 of the NRCs Rule of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
