FORT CALHOUN STATION, UNIT NO. 1 - COMPLETION OF ACCEPTANCE REVIEW REGARDING MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE APPLICATION (TAC NO. MC6656)

Dear Mr. Ridenoure:

In a letter dated March 31, 2005, Omaha Public Power District (OPPD) submitted its application to increase the licensed thermal power level at Fort Calhoun Station, Unit 1 (FCS). The proposed amendment would increase the licensed core power level by 1.5 percent to 1522 MWt (megawatts thermal) with the installation of the CROSSFLOW TM feedwater flow measurement system.

The purpose of this letter is to provide the results of the Nuclear Regulatory Commission (NRC) staffs acceptance review of the application for FCS, which is based on the determination that sufficient information was provided to allow the NRC staff to proceed with its detailed technical review. The review also ensures that the application adequately characterizes the regulatory requirements and licensing basis of the plant. On the basis of its review of the information provided in the application, the NRC staff has determined that OPPD has provided the necessary information for the staff to begin a detailed technical review. However, the NRC staff expects to issue a letter requesting additional information in June 2005, and will request that you respond within 30 days.
