By letter dated July 29, 2004, Mr. Paul Blanch and Mr. Arnold Gundersen submitted a Petition pursuant to Title 10 of the Code of Federal Regulations, Section 2.206 of the Nuclear Regulatory Commission's (NRC) regulations with respect to the Vermont Yankee Nuclear Power Station.
