14 14 Point Beach Assessment Results January 1 - December 31, 2004 z Both Units were in the Multiple/Repetitive Degraded Cornerstone Column of the Action Matrix for 2004. Point Beach was placed in this column in April 2003 because of a 2002 RED inspection finding associated with the auxiliary feedwater system. In addition, a second RED finding (Yellow Unit 1/Red Unit 2) was identified in 2003 also associated with the auxiliary feedwater system.
z Substantive cross-cutting issues continued to be identified in the areas of Human Performance and Problem Identification and Resolution
15 15 Safety Significant Findings or PIs z Confirmatory Action Letter issued on April 21, 2004 associated with Red findings from 2002 and 2003. Five regulatory areas of concern identified:
z Human Performance z Emergency Preparedness z Engineering/Operations Interface z Engineering Design Control z Corrective Action Program z No greater-than-Green (very low safety significance) findings or greater-than-Green performance indicators were identified during the assessment period.
16 16 Point Beach Inspection Activities January 1 - December 31, 2004 z For the baseline inspections, approximately 1,900 hours0.0104 days
0.25 hours
0.00149 weeks
3.4245e-4 months
of inspection were used by resident and region inspector based inspectors z Areas of review included radiation protection, emergency preparedness, operator licensing, engineering, and security z Two CAL progress review special inspections z Outage-related inspections during the 2004 Unit 1 refueling outage
17 17 Point Beach Inspection Activities January 1 - December 31, 2004 z Team inspection during the assessment period included enhanced Safety System Design and Performance Capability and Problem Identification and Resolution inspections z Additional, CAL focus area emergency preparedness inspections.

Cross-cutting issues remain in the areas of Human Performance and Problem Identification and Resolution
19 19 Point Beach Inspection Activities January 1 - December 31, 2005 z Continue CAL package review inspections z If performance warrants, closeout inspections for the five CAL areas of concern will be conducted in July, August, and September
20 20 Point Beach Annual Assessment Summary January 1 - December 31, 2004 z NMC operated Point Beach Units 1 & 2 in a manner that preserved public health and safety z Periodic reviews of licensee performance concluded that Point Beach remaining in Column IV of the Action Matrix is warranted at this time z NMC is making progress in addressing the areas of concern detailed in the Confirmatory Action Letter. The NRC will continue to monitor the licensees actions for sustainability
