SUMMARY

OF THE APRIL 4, 2005, PUBLIC MEETING TO DISCUSS THE PERRY END-OF-CYCLE PLANT PERFORMANCE ASSESSMENT On April 4, 2005, the Nuclear Regulatory Commission (NRC) held a public meeting at the Quail Hollow Resort in Painesville, Ohio. The meeting was between the NRC Headquarters and Region III Management and FirstEnergy Nuclear Operating Company (FENOC) Management to discuss the NRCs End-of-Cycle Assessment of licensee performance. The meeting notice, NRC presentation, and licensee presentation can be found in ADAMS as ML050810603, ML050940417, and ML050940413 respectively. A list of NRC and licensee meeting participants can be found in the attached Enclosure.

The NRC began the meeting with an overview of the NRCs Reactor Oversight Process and the Action Matrix in general. This was followed by a discussion of the NRCs assessment of Perrys performance in calendar year 2004, which is documented in the March 2, 2005, End-of-Cycle assessment letter. The NRC also discussed upcoming inspections and activities at Perry, including a large supplemental team inspection per Inspection Procedure 95003.

The licensees presentation responded to the NRCs assessment documented in the March 2, 2005, End-of-Cycle letter, and specifically addressed their efforts to resolve the documented substantive cross-cutting issues in problem identification & resolution and human performance.

The licensee described their activities during the current refueling outage, including improvements in plant and equipment reliability. The Perry Nuclear Oversight Manager described their oversight plan and efforts to assess and improve performance. The licensee also described the status of Performance Improvement Initiative implementation and changes that have been made to the Initiative.
