Telephone Conversation between Duke Energy Corporation and NRC, April 6, 2005 Pursuant to 10 CFR 50.4 and 10 CFR 50.90, this letter revises a portion of the technical justification contained in the Reference 1 letter.

In Reference 1, Duke Energy Corporation provided a confirmatory statement concerning the applicability of relay types used at Catawba and whether they were bounded by the underlying evaluation documented in WCAP-13878-P-A Revision 2.

In the Reference 2 telephone conversation, the NRC requested Duke Energy Corporation to revise this confirmatory statement to include an additional relay type evaluated under the WCAP which Catawba does not use.

This request was made so as to ensure that any possible future relay replacements using this relay type would remain bounded by the WCAP evaluation.

(a) Confirm the applicability of the WCAP-13878-P-A Revision 2 analyses to Catawba.

Response

Catawba Units 1 and 2 use P&B Model 4121-1 relays in ESFAS applications or as interposing relays.

These relays are bounded by WCAP-13878-P-A Revision 2 and have environmental conditions similar to those in the WCAP.

This confirmatory statement is being revised via this letter to read as follows:

(a) Confirm the applicability of the WCAP-13878-P-A Revision 2 analyses to Catawba.

Response

Catawba Units 1 and 2 use P&B Model 4121-1 relays in ESFAS applications or as interposing relays.

These relays are bounded by WCAP-13878-P-A Revision 2 and have environmental conditions similar to those in the WCAP.

Although Catawba does not presently use P&B Model 4103-1 relays and has no plans to do so, these relays are nevertheless also bounded by WCAP-13878-P-A Revision 2.

There are no regulatory commitments contained in this letter.

Pursuant to 10 CFR 50.91, a copy of this letter is being sent to the appropriate state official.
