Dear Mr. Horváth:

It is our pleasure to invite you to participate as a member of the Operational Safety Review Team (OSART) sponsored by the International Atomic Energy Agency (IAEA) and the U.S.

Nuclear Regulatory Commission (NRC) that will be held at the Brunswick Nuclear Power Plant in Southport, North Carolina from May 7-27, 2005.

This OSART mission offers a means, outside the normal NRC regulatory process, to improve licensee performance and to reinforce plant self-assessments through an independent review process. The IAEA and NRC will share costs associated with the OSART, including air and ground travel, as well as hotel expenses.

The team will be led by Mr. Miroslav Lipar, Head of the Operational Safety Section, Department of Nuclear Safety and Security, at the IAEA.
