JAMES A. FITZPATRICK NUCLEAR POWER PLANT and NINE MILE POINT NUCLEAR STATION - ANNUAL ASSESSMENTS OF SAFETY PERFORMANCE

Dear Mr. Lyman:

We would like to personally invite you and other members of your organization to attend meetings between the Nuclear Regulatory Commission (NRC) and the management of the James A. FitzPatrick and Nine Mile Point Nuclear Power Plants. This year we've decided to have both meetings on the same day to make it easier for stakeholder attendance. In addition, we've also added an evening question and answer session to discuss plant performance with public stakeholders who are unable to attend our afternoon meetings. The public is cordially invited to attend either the afternoon or evening sessions. The NRC holds meetings annually in the vicinity of all nuclear power plants to discuss the safety performance during the preceding year.

All three meetings will be held on Thursday, April 28, 2005. The first meeting will be held at 12:00 p.m. between the NRC and Entergy Nuclear Northeast to discuss the performance of the James A. FitzPatrick Nuclear Power Plant. Directly following this meeting, a similar meeting will be held at 1:00 p.m. between the NRC and Constellation Nuclear to discuss the performance of the Nine Mile Point Nuclear Station. Both of these meetings will be held at the Joint News Center (Oswego County Airport), County Route 176, Fulton, NY. During these meetings, we will briefly discuss our Reactor Oversight Process and our assessment of the safety performance at the plants. Following this initial business portion of the meetings, the NRC will address any questions from members of the public.

The third meeting will be held at 7:00 p.m. at Assembly Hall in the Town of Scriba at 42 Creamery Road, Oswego, NY. During this evening meeting the NRC staff will be available to answer questions from you and other members of the public regarding the safety performance of Nine Mile Point and FitzPatrick and the role of the NRC in ensuring safe plant operations.
