Oconee Nuclear Station Docket Numbers 50-269, 270, and 287 Implementation of Amendment Nos. 312, 312, and 312 associated with the Keowee Hydro Unit (KHU)
Out of Tolerance (OOT) Logic Trip Modification Nuclear Regulatory Commission (NRC) letter dated June 6, 2000, which transmitted Amendment Nos. 312, 312, and 312, requested Duke Energy Corporation (Duke) to notify the NRC when the Amendments have been implemented.
These amendments, which are related to the Keowee Out-of-Tolerance (OOT) logic trip modifications for Keowee Hydro Units (KHUs) 1 and 2, were to be implemented by November 30, 2000.
By letter dated October 18, 2000, Duke requested an extension to the implementation date to a date on or before the implementation of amendments resulting from a license application (related to the KHU upper limits on frequency and voltage) that was required to be submitted by April 1, 2001.
This extension was granted by Amendment Nos. 317, 317, and 317 dated November 17, 2000.
Duke submitted a License Amendment Request (LAR) on March 29, 2001, that proposed a change to the time delay for the OOT logic trip and deletion of Technical Specification Surveillance Requirement (SR) 3.8.1.9 Note that allowed the upper limits on frequency and voltage to not be met.
Both of these changes were made possible by the KHU digital governor modifications.
This LAR was approved by Amendment Nos. 322, 322, and 323 dated March 20, 2002, with an implementation date of within 30 days of the completion of the KHU digital governor modifications but not later than April 30, 2005.

U. S. Nuclear Regulatory Commission March 28, 2005 Page 2 On February 11, 2005, KHU 2 was returned to service after an extended outage that included the digital governor and OOT logic trip modifications.
These modifications had already been completed on KHU 1 during an extended outage in August and September of 2004. Amendment Nos. 322, 322, and 323, along with the changes approved by Amendments 312, 312, & 312, were implemented on February 10, 2005.
