SUBJECT:

SUMMARY

OF OCTOBER 12, 2004, MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY TO DISCUSS THE LICENSEES MAY 5, 2004, AMENDMENT REQUEST (TAC NO. MC3084)

On October 12, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FirstEnergy Nuclear Operating Company (the licensee), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss the licensees amendment request dated May 5, 2004, regarding the Safety Features Actuation System Instrumentation Setpoints. A list of attendees is provided as Attachment 1.

The licensee discussed the difference between their old and new relays which necessitated the setpoint change request. The old relays were electro-mechanical devices from General Electric whereas the new relays are solid-state devices from Asea Brown Boveri. The licensee stated that there is little vendor data for the old relays unlike the new relays. The licensee and NRC staff discussed the loss-of-voltage and degraded voltage values for the relays.

In reviewing the differences between the old and new relays, the NRC staff inquired on the effect of the new relay settings on plant equipment. Specifically, the staff requested the licensee provide additional information regarding locked rotor situations. The licensee stated that they would provide the requested information.

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
